New York City plans to introduce mandatory speed limiters

A group of New York lawmakers wants to mandate that speed limiters be placed on the cars of serial violators, the New York Daily News reported recently.

Under a bill introduced Tuesday in the New York State Assembly by two lawmakers representing a Brooklyn district, drivers who repeatedly violate the speed limit would be required to install serial speed limiters on their cars.

Senator Andrew Gounades, who is introducing the bill in the New York Senate, told the Daily News that fines are not a serious consequence of speeding, adding that "a group of drivers" continue to repeatedly speed.

Alternatively, a speed-limiting device has been proposed that would prevent drivers from exceeding the posted speed limit by more than 5 mph. Under the bill, such a device would be required to be fitted to vehicles with six or more speed camera violations.

In New York State, no points are awarded on a driver's license for speed camera violations because the automated system cannot confirm the driver's identity. Drivers stopped by police are awarded points on their driver's license for speeding in addition to a fine. State law allows, but does not mandate, license suspension if a driver accumulates 11 points in an 18-month period. Under the proposed bill, speed limiters would also be placed on the cars of drivers who accumulate 11 points but do not have their licenses suspended.

This is not the only speed limit proposal in New York: in 2022, lawmakers are proposing to equip all vehicles manufactured or registered in the state with Active Intelligent Speed Assist (ISA), a system that uses GPS and traffic sign recognition to determine speed limits and prevent drivers from speeding.
